Polling systems without authentication fails - even if we have netmail to deliver to that system #1

If we want to crash a netmail to a system directly, it cannot be done because if we havent defined session authentication it fails with invalid password.

We should be able to netmail directly to any system, (including sending any files), but not export any echomail unless we have session authentication configured.
