CET is one hour plus in wintertime and two hours plus in summertime. If you run "mbstat check" at each possible begin and end of ZMH you must run it at 03:30, 04:30 and 05:30 local CET. You must calculate and set the times for your own timezone and own Fidonet Zone Mail Hour. On most systems you can edit the crontab by typing "crontab -e".
